Course subsidies and grants
Supporting learning
Subsidies and grants are typically provided either interally through Quantico CCIL, or externally through government and other institutions. There are 3 schemes currently available. Schemes can be combined to further offset total course fees.
1. ASEAN subsidy offset: 35%
2. Senior re-training subsidy offset: 25%
3. Income support scheme offset: up to S$200.00
ASEAN subsidy
Overview
The ASEAN subsidy was made available to help participants affected by the global health pandemic. The ASEAN subsidy applies to citizens and long-term residents of any of the 10 ASEAN member states and who are enrolling within the subsidy period between 1 January 2024 and 31 December 2024. The ASEAN subsidy can also be used together with other subsidies and grants to further offset total course fees. See below for combining multiple subsidies and grants.
Fee offset
The ASEAN subsidy will offset 35% of the total course fee. The fee for a 2-day course, which is typically S$980.00, will be S$637.00 after subsidy. The fee for a 1-day course, which is typically S$550.00, will be S$357.50 after subsidy.
Who can apply
You are eligible for ASEAN subsidy if you are legally resident in any of these 10 ASEAN member countries — Brunei, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, The Philippines, Singapore, Thailand, Viet Nam — and you are enrolling within the ASEAN subsidy period between 1 January 2024 and 31 December 2024, regardless of actual course dates. This means that even if you are attending a course on 23 February 2025, the subsidy will still apply so long as an application for enrolment is made for that course between 1 January 2024 and 31 December 2024.
How to apply
The ASEAN subsidy will be applied immediately at the point of enrolment. There is no separate application for the ASEAN subsidy. When completing any course enrolment form, participants can simply click ‘Yes’ in the subsidy section of the form. An example of how to apply the subsidy in an enrolment form is shown in the snippet below.

Senior re-training subsidy
Overview
The Senior re-training subsidy was made available to Singapore Citizens and long-term residents, who are 58 years and older, to access courses and programmes at a reduced fee. The Senior re-training subsidy is applicable to all courses, and may also be used together with other subsidies and grants to further offset total course fees. See below for combining multiple subsidies and grants.
Fee offset
The Senior re-training subsidy will offset 25% of the total course fee. The fee for a 2-day course, which is typically S$980.00, will be S$735.00 after subsidy. The fee for a 1-day course, which is typically S$550.00, will be S$412.50 after subsidy.
Who can apply
You are eligible for Senior re-training subsidy if you are a Singapore Citizen or long-term resident, and you are 58 years of age at the time of enrolment, regardless of the actual course dates. This means even if you are attending a course on 10 February 2024, but turned 58 on or before 9 February 2024, the subsidy will still apply.
How to apply
A separate application is not required for the Senior re-training subsidy. However, a participant will be requested for proof of residency and age. When completing any course enrolment form, participants can indicate their eligibility for subsidy in the special instructions section of the form. An example is shown in the snippet below.

Income support scheme
Overview
The Income support scheme (ISS) provides eligible participants a limited one-time grant to offset their total course fee. One-time grant values are S$50 or S$75 or S$100. The value offered to a participant depends on that participant’s income circumstances. The ISS is limited to a quota of 10 applicants per calendar month. The ISS may also be used together with other subsidies and grants to further offset total course fees. See below for combining multiple subsidies and grants.

The ISS will offset S$50 or S$75 or S$100 of the total course fee.
Who can apply
You are eligible for the ISS if you are a citizen or long-term resident of any of the ten ASEAN member states at the time of enrolment, regardless of the actual course dates. Note: the ISS is limited to a quota of 10 applicants per calendar month. The ISS is offered to applicants with genuine claims, and not on a first-come-first-served basis.
How to apply
A separate application is not required for the ISS. However, a participant will be requested for proof of residency and income circumstances. Combining multiple subsidies and grants
In most cases participants are able to combine multiple subsidies and grants to further offset their course fee. The exceptions are when government and privately-sponsored grants either prohibit or limit the amount of funding available. This may be a case when funding already exists for specific courses, or if policy clashes with another scheme. The table below lists the subsidies and grants available, and whether these may be combined to further offset the final course fee.
